Health Resources & Services Administration - AFFORDABLE CARE ACT- HEALTH CENTER PLANNING GRANTS HRSA-11-021
For Fiscal Year (FY) 2011, the Health Resources and Services Administration (HRSA) will accept Health Center Planning Grant (HCPG) applications from public or private nonprofit organizations seeking a grant to plan for the development of a comprehensive primary care health center under the Health Center Program, authorized under section 330 of the Public Health Service (PHS) Act (42 U.S.C. 254b), as amended. HRSA anticipates that up to $10 million may be available to support approximately 125 HCPGs in FY 2011.
HRSA is offering HCPGs to expand the current safety net on a national basis by targeting health center planning and developmental efforts in areas not currently served by a section 330 funded health center and/or in areas of unmet need. HCPG applicants must demonstrate the need for health services, present a sound proposal to plan for and develop a comprehensive health center as set forth under section 330 of the PHS Act, and demonstrate that the funding requested is appropriate and reasonable given the scope of the planning project.
Institutional Limit/Internal Competition: Because the Health Resources Services Administration limits the number of proposals to one application per organization, the University of Kentucky has established an internal selection process. Prospective applicants interested in responding to this program should send a pre-proposal with the following information to the Office of the Vice President for Research at vpr@email.uky.edu and a copy to their Associate Dean for Research by Thursday, February 3, 2011:
- Names and departments of the Project Director and project personnel
- Brief abstract of project to include the proposed service area, target population and proposed activities for the establishment of a health center. (1-2 p. max)
HRSA Deadline March 18, 2011
Questions about the submission process may be sent to Ms. Annette Evans in the Office of the Vice President for Research (alevan4@email.uky.edu or 257-1663.)

Health Resources & Services Administration - Affordable Care Act New Access Points Grants (HRSA-13-228)
Description: The Health Resources and Services Administration (HRSA) is soliciting applications for New Access Point (NAP) grants under the Health Center Program. An important element of HRSA’s commitment to improving and expanding access to needed health care services is the support of NAPs for the delivery of primary health care services to underserved and vulnerable populations under the Health Center Program. Competitive NAP applications will demonstrate a high level of need in their community/population, present a sound proposal to meet this need consistent with the requirements of the Health Center Program, show that the organization is ready to rapidly initiate the proposal, display responsiveness to the health care environment of the service area, and demonstrate collaborative and coordinated delivery systems for the provision of health care to the underserved. Further, applicants are expected to demonstrate that the new access point(s) will increase access to comprehensive, culturally competent, quality primary health care services, including oral and behavioral health, and improve the health status of underserved and vulnerable populations in the area to be served.
Amount: Up to $19 million is expected to fund approximately 25 grantees at a level not to exceed $650,000 per year.

The funds will support developmental work toward expanding existing accredited primary care nurse practitioner and physician assistant programs to include HIV courses in the curriculum. Nurse practitioner (NP) students may be from accredited family, women’s health/GYN, certified nurse midwife, psychiatric/mental health or adult-geriatric nurse practitioner programs. Physician assistant (PA) students must be from an academically affiliated physician assistant education program that is accredited by the Accreditation Review Commission on Education for the Physician Assistant (ARC-PA).

The AETC program serves as the clinical training arm of the Ryan White HIV/AIDS Program as reauthorized in the Ryan White HIV/AIDS Treatment Extension Act of 2009. The AETC program represents a national network of educators and trainers with expertise in clinical diagnosis, treatment and management of patients with HIV/AIDS and its related health conditions.

Health Resources & Services Administration - AIDS Education and Training Centers (AETC) Telehealth Training Centers-HRSA 11-072
The goal of the AETC Telehealth Training Centers Program (TTCP) is to expand access to and improve healthcare and health outcomes for hard-to-reach, HIV-positive persons in medical care residing in historically underserved communities. The efforts of the TTCP will enhance the capacity of health care providers engaged in HIV/AIDS health care delivery systems within a region or state through the utilization of telehealth technology for:
- Clinical consultation which may include the use of case presentations and patient co-management (though it is not intended to supplant patient referral to an expert when needed);
- Other education and training modalities that result in a continuum of longitudinal learning opportunities for trainees; and
- Development of an informed support system for trainees.
These grant funds are for telehealth programs serving geographic areas (at a minimum, a state) in which services will be targeted to those providers giving patient care to historically underserved communities and populations of people living with HIV/AIDS.
Institutional Limit/Internal Competition: Because the Health Resources Services Administration limits the number of proposals to one application per organization, the University of Kentucky has established an internal selection process. Prospective applicants interested in responding to this program should send a pre-proposal with the following information to the Office of the Vice President for Research at vpr@email.uky.edu and a copy to their Associate Dean for Research by Thursday, June 2, 2011:

Health Resources & Services Administration - ARRA Equipment to Enhance Training for Health Professionals Program
Short turnaround time – the limited submission requirement was not in the standard eligibility section and we apologize for missing this key requirement.
Description
This funding opportunity is one of many for the Equipment to Enhance Training for Health Professionals (EETHP) program, hereby known as EETHP Equipment Initiative. Twenty-one health professional training programs comprise this initiative. As defined by this program, a Health Professional Training Program is a program authorized under Titles III, VII and VIII of the Public Health Service (PHS) Act which focuses all or in part on the training of health professionals. HRSA is announcing the availability of funds to support multiple programs in the purchase of health professions training equipment. While the overall goals of the EETHP Equipment Initiative are the same for each program, applicants must satisfy the statutory requirements of the health professions training program under which they are applying for equipment. Accordingly, a different funding announcement is being offered for each of the eligible programs that comprise the Initiative. This funding opportunity is for entities eligible for the EETHP-HCOP grant program only.
Additional information and guidelines for each of the Equipment Initiative Funding Opportunity Announcements (FOAs): http://www.hrsa.gov/grants/default.htm
Closing Date: Two-phase submission process as described below.
Phase 1: Applicants will enter Grants.gov and complete the Standard form SF-424 R&R [SF424 Cover Page] and the HHS Checklist. These must be completed and successfully submitted via Grants.gov by 8:00 PM ET on March 26, 2010.
Phase 2: After completing the Grants.gov portion of the application process, applicants will enter HRSA’s Electronic Handbook (EHB) and complete the supplemental information [proposal narrative], which must be submitted via HRSA’s EHBs by 5:00 PM ET on April 26, 2010.
Please Note: Applicants can only begin Phase 2 in HRSA’s EHBs after Phase 1 in Grants.gov has been completed by the required due date, and HRSA has assigned the application a tracking number. You will be notified by email when your application is ready within HRSA’s EHBs for Phase 2. This email notification will be sent within 7 - 10 business days of the Phase 1 submission. Refer to section 4 of the HRSA Electronic Submission Guide for more details.
Each application must be submitted separately through Grants.gov and must be submitted using the unique announcement number found on that specific program guidance.
Institutional Limit: Because HRSA allows multiple applications per institution across the equipment funding opportunities but limits an institution to one application per individual FOA, UK has established an internal coordination and selection process. Applicants interested in responding to this program should send a pre-proposal with the following information to the Office of the Vice President for Research at vpr@email.uky.edu and a copy to their Associate Dean for Research by Tuesday, March 23, 2010:
- Title of the Program/HRSA Funding Opportunity Announcement number
- Name and department of the Project Director
- Brief abstract (1 page maximum) of the requested equipment and training program and trainee population (e.g., discipline, education level, underrepresentation in the discipline) to be supported. Describe briefly how the equipment will be used and where it will be housed.
- Previous equipment support awarded through external funding to the training program
A committee will be convened to review the pre-proposals and make a recommendation. The selected applicants will be notified in time to complete the Phase 1 process.
Because the EETHP also requires all applicants to disclose all equipment requested through the concurrent EEHTP funding opportunities, selected applicants will also be provided a list of all of the FOAs under this Equipment Initiative that will have submissions from UK and the specific equipment being requested for each one in time for the April 26 deadline.
Questions about the submission process may be sent to Ms. Annette Evans in the Office of the Vice President for Research (alevan4@email.uky.edu or 257-1663.)

Health Resources and Services Administration - Scholarships for Disadvantaged Students
The Scholarships for Disadvantaged Students (SDS) Program was established via the Disadvantaged Minority Health Improvement Act of 1990, Section 737 of the Public Health Service Act. The purpose of the SDS Program is to increase diversity in the health professions and nursing workforce by providing grants to eligible health professions and nursing schools for use in awarding scholarships to financially needy students from disadvantaged backgrounds. Many of these students are from underrepresented racial and ethnic backgrounds and will help diversify the health workforce to ensure culturally effective care and reduce health disparities.
The SDS Program tackles a major barrier to disadvantaged students’ access to health professions education -- namely, high tuition costs. Education is often interrupted due to the lack of funds, so scholarship awards may allow students to complete their education sooner without interruption. The SDS Program gives funding priority to health professions and nursing schools with: 1) enrollment of underrepresented minorities above the national average; 2) at least 50% of graduates practicing in primary care; and 3) at least 10 % of graduates working in medically underserved communities.

By augmenting an existing school-based health care delivery system with culturally competent, comprehensive, quality oral health care and education, the funded MCHB SBCOHS projects will demonstrate effective ways to strengthen existing school-based health center capacity to respond to the oral health needs of young people and increase access to dental health education and services for underserved, high-risk populations, including children and youth enrolled in Medicaid and the Children's Health Insurance Program (CHIP).
