Workshop - National Science Foundation: Ins and Outs from a Temporary Insider

Presenter: Dr. Lawrence Gottlob, NSF Program Director
Take advantage of the resources available from a UK faculty member currently on assignment at the National Science Foundation (NSF). Dr. Lawrence Gottlob, Associate Professor of Psychology, is in his second year at NSF as Program Director of Perception, Action & Cognition in the Division of Behavioral and Cognitive Sciences.
On Tuesday, November 1, Dr. Gottlob will present an overview of the NSF, discuss the “ins” and “outs” of how the agency handles various programs, and share his insights and offer suggestions on strategies for seeking and securing awards from this major funding agency. He also has experience with various NSF cross-disciplinary initiatives including Computational Neuroscience, Cyber-enabled Discovery, Science and Technology Centers, and the Major Research Instrumentation Program.
In addition to a question and answer session during the two hour workshop, participants will have an opportunity to network with Dr. Gottlob and others at a reception following the session at 4:30 in the Young Library Gallery.

Electronic Internal Approval Form (eIAF)
The electronic version of the Internal Approval Form (eIAF) was introduced during this past summer. Implementation has gone well and most investigators are utilizing the web based form. To continue with this progress, the paper form will be phased out entirely. As of November 1, the electronic version will be the only acceptable format. Information about the eIAF is available on the OSPA website http://www.research.uky.edu/ospa/forms.html
Weekly training sessions are available each Tuesday at 3:00 in Room 72 McVey. No registration is required.

The NIH Operates under a Continuing Resolution

Purpose
The Department of Health and Human Services (HHS) including the NIH
operates under a Continuing Resolution (CR) that was enacted on October
4, 2011. The CR continues government operations through November 18,
2011 at the FY 2011 level minus 1.5 percent.
Until FY 2012 appropriations are enacted, NIH will issue non-competing
research grant awards at a level below that indicated on the most
recent Notice of Award (generally up to 90% of the previously committed
level). This is consistent with our practice during the CRs of FY 2006
- 2011. Upward adjustments to awarded levels will be considered after
our FY 2012 appropriations are enacted but NIH expects institutions to
monitor their expenditures carefully during this period.

Notice of Award.

We're Moving
The Proposal Development Office, the Center of Membrane Sciences, and Research Communications are relocating from Bowman Hall to a suite of offices on the 5th floor-Suite 504, of the M. I. King Library on September 26 – 28. Contact information for our offices will remain the same. During the transition, PDO will continue to provide funding alerts and proposal development services as usual. Please visit us in our new location after September 30.
Teleconference presented by the National Council of University Research Administrators
The Office of Sponsored Projects Administration is sponsoring a teleconference presented by the National Council of University Research Administrators entitled “The Fiscal Aspects of Human Subjects Compliance”. The presentation will be shown on Thursday October 20, 2011 in room 102 Mining and Minerals Building from 8:30 am to noon. Presentation description:Human Subject Research billing is one of the "hot topics" nationally and is being given more and more attention by the U.S. Attorney's Office. A number of high-profile cases have resulted in multi-milliondollar settlements. Research administrators, who are often involved in negotiating agreements or managing post-award activities related to these human research studies, need to understand the issues involved and be prepared to develop procedures to ensure institutional compliance with applicable laws. This session will provide an overview of laws, regulations, and recent enforcement activity related to billing, discuss recent examples of non-compliance (including settlements), and discuss best practices to ensure compliance. Acceptable agreement language related to this type of billing will also be covered.
Program Level: Intermediate
Target Audience: Departmental, Billing and Research Compliance, Pre-Award, Post-Award Financial Administrators
Learning Objectives
Participants will develop a better understanding of, and a resource toolkit for addressing, the following aspects of contract negotiation:
- An understanding of the laws related to billing, as well as familiarity with recent examples of non-compliance and resulting settlements;
- An understanding of the critical role of budget development and fiscal compliance;
- An understanding of institutional policies and procedures that should be in place to ensure compliance;
- An understanding of agreement language related to billing compliance.
New On-Line Subagreement Request Form
When a sponsored project award includes a collaborating entity, the Office of Sponsored Projects Administration prepares and issues a subaward agreement to the other party. The Principal Investigator begins the process by submitting a completed Subagreement Request Form to OSPA. The form includes the necessary information to prepare the subagreement such as the scope of work, budget and collaborating investigator contact information. In the past, the form was in pdf format and required a live signature. It has now been converted to an on-line form with an electronic signature. The PI is identified by logging into the site with his or her MyUK logon ID and password.
The new format is available for immediate use at the OSPA website on the Forms page http://www.research.uky.edu/ospa/forms.html. Directly below the form is a document with instructions.
