Human Subject Research Education Opportunity — January 30 and March 5
The

CCTS Call for Abstracts — March 15
CCTS is accepting abstracts for the Eighth Annual Spring Conference, which will be held Monday, April 8, at the Lexington Convention Center. Abstracts are due March 15. For more information, visit http://www.ccts.uky.edu/Events/CallAbstracts.aspx.
CCTS Pilot Funding — Letter of Intent Deadline February 18
The purpose of this funding mechanism is to provide a new opportunity and resources to support innovative, collaborative research relevant to the health challenges and disparities faced by the nation. The funding for these pilot studies is derived from the CCTS program in partnership with other UK Centers, and with other universities in the Appalachian Translational Research Network. Hence, some of the awards will give priority to studies with a disease focus, community engagement, or collaboration between UK and other Universities. Empirical Bioethics: Emerging Trends for the 21st Century — February 21-22 in Cincinnati
The Center for Clinical & Translational Science & Training is sponsoring this two-day conference, during which participants will learn about cutting-edge research that defines the ethical framework guiding clinical and translational studies. Speakers include internationally recognized experts in the application of bioethics to clinical research and medicine, including Daniel Sulmasy, MD, PhD, Peter Ubel, MD, and Rebecca Pentz, PhD.
The conference will take place Thursday, February 21, from 1 pm to 6:15 pm, and Friday, February 22, from 8:15 am to 4:20 pm at the Kingsgate Marriott Conference Center, 151 Goodman Dr., University of Cincinnati. eRA Commons Users Can Now Generate a Publications Report for the PHS 2590 with My NCBI
The NIH announced it would release an enhancement to My NCBI to facilitate reporting of publications in paper progress reports (form PHS 2590). This feature is now available. My Bibliography can now generate a PDF report of publications that may be printed and submitted as Section 2.2.6, Section E. Publications, of the paper PHS 2590 progress report.
Grantees are encouraged to begin using the PDF report immediately on a voluntary basis. Submitting the My Bibliography PDF report will be required at the same time that the Research Performance Progress Report is required for all Streamlined Non-Competing Award Process and Fellowship awards, expected in the Spring of 2013 (see NOT-OD-12-142).
The My Bibliography PDF report facilitates grantee reporting in two ways. First, it quickly provides the public access compliance status of each publication arising from the award in an easy to understand format. Second, it ensures grant-paper associations reported on the PHS 2590 are captured in RePORTER and other NIH electronic systems. Important Changes to National Science Foundation Reporting
The National Science Foundation (NSF) will soon implement significant changes in the way Principal Investigators (PIs) report on their NSF-funded projects. As part of a federal government-wide effort for greater consistency in research reporting formats among grant making agencies, NSF is transitioning to the Research Performance Progress Report (RPPR). The new format will replace the annual, final, interim and Project Outcomes reporting currently done in FastLane.
The RPPR will have the following components: Accomplishments, Products, Participants & Other Collaborating Organizations, Impact, Changes/Problems, Special Reporting Requirements, and Appendix for Significant Contributors.
Key differences of the new project report system:
- Dashboard interface will make it easier for PIs and Co-PIs to see which reports are due or overdue
- Rich-text editor that supports scientific characters and symbols
- PDF upload to support images, charts, and other complex graphics
- Improved citation search
- Eliminates reporting on significant participants
On March 18, 2013, NSF will transfer its current project reporting service from FastLane to Research.gov. Research.gov is a modernization of FastLane, providing research-related information and grant management services in one location. PIs will login to Research.gov as “NSF Users” using their existing FastLane ID and password, so no new registration or password is required.
As part of the transition of project report submission through Research.gov, there will be a mandatory FastLane freeze. NSF awardees must stop submitting project reports in FastLane starting on February 1, 2013. To assist the grantee community with this transition, NSF will extend overdue dates for project reports that are currently scheduled to become overdue between January 31 and April 30, 2013.
What this means if you have a current NSF award:
- If you have a report due before January 31, 2013, then submit the report through FastLane before that date.
- If you have a report due between February 1, 2013 and March 17, 2013, then you will need to wait until after March 18, 2013 to submit through the new Research.gov website.
- If you have a report due after March 18, 2013, then submit by the due date using the new Research.gov website.

New F&A Rates Tentatively Approved
Last month, consultants for the University of Kentucky completed negotiations with the Division of Cost Allocation, DHHS of a new F&A rate agreement. The on-campus research rate will increase to 50.0 percent on July 1, 2013. Other rates are shown below.
Although the new rate agreement has not been signed by the federal government, investigators should immediately begin using the new rates in proposals, including competing renewals, with projected start dates on or after July 1. Per OMB Circular A-21 (G.7.), the current rates will continue in force for the duration of existing awards or competitive segments. Existing non-federal awards that are amended to increase the scope of work and budget on or after July 1 will be subject to the new rate.
