NIH Operation Plan in the Event of a Sequestration

The NIH continues to operate under a Continuing Resolution as described in NOT-OD-13-002, and therefore all non-competing continuation awards are currently being funded at a level below that indicated on the most recent Notice of Award (generally up to 90% of the previously committed level). Final levels of FY 2013 funding may be reduced by a sequestration. Despite the potential for reduced funding, the NIH remains committed to our mission to seek fundamental knowledge about the nature and behavior of living systems and the application of that knowledge to enhance health, lengthen life, and reduce the burdens of illness and disability.    

Should a sequestration occur, NIH likely will reduce the final FY 2013 funding levels of non-competing continuation grants and expects to make fewer competing awards to allow the agency to meet the available budget allocation. Although each NIH Institute and Center (IC) will assess allocations within their portfolio to maximize the scientific impact, non-competing continuation awards that have already been made may be restored above the current level as described in NOT-OD-13-002 but likely will not reach the full FY 2013 commitment level described in the Notice of Award. Finally, in the event of a sequestration, NIH ICs will announce their respective approaches to meeting the new budget level.

Changes to Public Access Policy Compliance Efforts Apply to Awards with Start Dates on or after July 1, 2013

Purpose: For non-competing continuation grant awards with a start date of July 1, 2013 or beyond:

  1. NIH will delay processing of an award if publications arising from it are not in compliance with the NIH public access policy.
  2. Investigators will need to use My NCBI to enter papers onto progress reports. Papers can be associated electronically using the RPPR, or included in the PHS 2590 using the My NCBI generated PDF report.

Annual Financial Disclosures Required in March

The University of Kentucky “Financial Conflicts of Interest in Research” (AR 7:2) policy has always mirrored federal regulations. The AR has been revised recently to incorporate changes to Public Health Service (PHS) regulation that became effective in August 2012. The UK policy is applicable to all investigators, but was implemented for PHS-funded investigators last fall.   

To ease the administrative burden on investigators, UK has developed an on-line Financial Disclosure Statement which will be completed annually (in March of each year) rather than with each proposal. Disclosure must be made by each investigator, defined as anyone “responsible for the design, conduct or reporting of research or other sponsored activity” regardless of his or her title. It is important to note that disclosure must be made prior to submission of a proposal.     

All investigators on active sponsored projects will be asked to complete the Financial Disclosure Statement during the month of March. In order to bring all investigators into the same annual cycle, PHS investigators will also complete the disclosure during the month of March. Those who have not completed the on-line training module will be asked to do that as well.

Acquisition of a new financial interest requires an updated disclosure statement. An investigator will certify on the Internal Approval Form that his/her disclosure is up to date.

Each investigator must comply with the revised policy in order to remain eligible to submit proposals and receive awards. 

Key changes in the new regulations:

  • An investigator must disclose financial interests related to his or her institutional responsibilities; amounts are aggregated for the investigator, spouse and dependent children
  • For a publicly traded entity, remuneration and equity interest exceeding $5000 in value received in the past 12 months must be disclosed
  • For a non-publicly traded entity, remuneration exceeding $5000 in value received in the past 12 months, must be disclosed; any equity interest must be disclosed
  • Certain income is excluded, such as remuneration through UK and income or equity in mutual funds and UK retirement programs
  • An institutional official is responsible for determining if a financial interest is related to an investigator’s research and if it a conflict of interest; the official may confer with the investigator
  • Training is required before expenditure of grant funds and every four years thereafter

Applicable to PHS-funded investigators only:

  • Travel reimbursed or paid directly by most entities other than UK, must be disclosed
  • Certain information pertaining to the financial conflicts of interests of key personnel on PHS-funded projects must be posted to a public website
  • Financial conflicts of interest must be managed and reported to PHS before expenditure of grant funds may occur
  • In the case of non-compliance, the institution must conduct a retrospective review
  • A subrecipient must either have a policy that complies with PHS policy or its investigators must comply with UK’s policy

NIH High-End Instrumentation and Required Information for Letter of Institutional Commitment - May 3

The NIH Office of Research Infrastructure Programs (ORIP) has announced the High-End Instrumentation Grant program for major research equipment costing at least $750,000. ORIP intends to commit approximately $20 million in FY2014 to fund approximately 10 to 15 new awards. The NIH deadline is September 13, 2013.

The guidelines require significant institutional support and the Office of the Vice President for Research must address these requests in a letter of institutional commitment.

Researchers interested in submitting a proposal to the High-End Instrumentation Grant program are asked to submit the following information electronically to the Office of the Vice President for Research at limitedsubmissions@uky.edu and a copy to their Associate Dean for Research by Friday, May 3, 2013:

  • Name and department of PI
  • Instrument requested and approximate cost
  • Proposed user group (a minimum of 3 NIH-funded investigators is required)
  • If the instrument is intended to be part of an existing service core (recharge center), identify which one; if a new recharge center is being proposed, provide proposed name and location
  • A detailed financial plan for long-term operation and maintenance of the instrument. Pertinent data on user charges, salaries of technical support personnel, maintenance contracts, instrument upgrades, shop charges and other expenses should be included. Specify the sources and amounts of additional needed funds.
  • Letter from the PI’s Dean indicating support for the instrumentation and the value to the College’s strategic plan/mission.

The successful applicant may be in any scientific discipline within the UK system. Applicants should target their research proposal toward increasing understanding of the mechanisms underlying Aging and/or AD and/or the clinical management of, or risks for, AD and associated dementias.

Basic science proposals with a focus on translational research relevant to AD are strongly encouraged and of particular interest. Clinical proposals that investigate risk factors, prevention, preclinical AD, caregiving, minority populations, dementia with movement disorders, cognitive processes, and neuroimaging are also encouraged.
