Revised Procedure for Non-Indemnified Clinical Trials
There is a revised version of the procedure for obtaining coverage approvals for non-indemnified clinical and related research from the UKHealthCare Risk Management Committee (“Committee”). The Committee has been charged by the University Board of Trustees with administering the program of self-insurance established by the Kentucky Legislature under KRS. 164.938, et. seq. This program of self-insurance provides coverage for University faculty and staff from claims based upon medical malpractice theories while preserving the University’s sovereign immunity.
Since 2004, the Committee has had a program for approving coverage for clinical research in which no sponsor provides indemnification. This revision updates the instructions that had previously been available at http://ccts.uky.edu/BRIC/compliance_ni_page.aspx and will be posted on the CCTS website at http://ccts.uky.edu/BRIC/compliance_ni_page.aspx. However, in order to keep you fully informed, we are providing you with this advance copy (see attachment, 12-pg pdf).

"The Role of Next Generation Synthesis in Small Molecule Probe and Drug Discovery" - October 29

NIH Shared Instrumentation Grant Program and Required Information for Letter of Institutional Commitment – February 11
The NIH Office of Research Infrastructure Programs (ORIP) has announced the Shared Instrumentation Grant program for major research equipment costing between $100,000 and $600,000. ORIP intends to commit approximately $43 million in FY2014 to fund approximately 85 new awards. The NIH deadline is March 21, 2013.

Management Plan: The application must include a specific financial plan for long-term operation and maintenance of the instrument and details on how the costs to place the instrument in operational order as well as the maintenance, support personnel and service costs associated with effective use of the instrument will be met.
Institutional Commitment: An appropriate level of institutional support to ensure associated infrastructure sustainment is required. The application must describe the institutional infrastructure available to support the instrumentation and provide documentation (e.g., separate letters signed by appropriate institutional officials) specifically describing the required institutional commitment (in dollars) in support of the proposed financial plan.
Researchers interested in submitting a proposal to the Shared Instrumentation Grant program are asked to submit the following information electronically to the Office of the Vice President for Research at limitedsubmissions@uky.edu and a copy to their Associate Dean for Research by Monday, February 11, 2013:
- Name and department of PI.
- Instrument requested and approximate cost.
- Proposed user group (a minimum of 3 NIH-funded investigators are required).
- If the instrument is intended to be part of an existing service core (recharge center), identify which one; if a new recharge center is being proposed, provide proposed name and location.
- If instrument is not intended to be part of a recharge center, delineate the departmental/center/institute and college plans for instrument support in terms of personnel and service costs.

NIH Operates Under a Continuing Resolution
The Department of Health and Human Services, including NIH, operates under a Continuing Resolution (CR) that was signed by President Obama as Public Law 112-175 on September 28. The resolution continues government operations through March 27, 2013, at the FY 2012 level plus 0.6 percent.
Until FY 2013 appropriations are enacted, NIH will issue noncompeting research grant awards at a level below that indicated on the most recent Notice of Award (generally up to 90 percent of the previously committed level). This is consistent with our practice during the CRs of FY 2006-2012. Upward adjustments to awarded levels will be considered after our FY 2013 appropriations are enacted but NIH expects institutions to monitor their expenditures carefully during this period. All legislative mandates that were in effect in FY 2012 remain in effect under the CR, including the salary limitation set at Executive Level II of the Federal Pay Scale ($179,700), which was effective with grant awards with an initial Issue Date on or after December 23, 2011.

New NSF Grant Proposal Guide Effective January 14, 2013
NSF has issued a new version of its Proposal and Award Policies and Procedures Guide that will apply to proposals submitted or due on or after January 14, 2013.
Two changes that researchers need to be aware of are:
- Revisions to the NSF Merit Review Criteria: The two merit review criteria (Intellectual Merit and Broader Impacts) remain unchanged, however guidance has been provided to clarify and improve the function of the criteria. The revised guidelines describe three merit review principles and five elements by which all proposals will be reviewed. A section describing the Broader Impacts of a project is now a required component in the proposal project description.
- Biographical Sketch instructions have been revised to rename the "Publications" section "Products." Products may include, but are not limited to, publications, data sets, software, patents, and copyrights.

UK Clinical Research Education Day - October 26
The Center for Clinical and Translational Science would like to invite our research investigators and staff to join in the celebration October 26 from 9 am to 3 pm at UK Chandler Hospital Pavilion H lobby. Last year, thousands of patients and community members visited their local research sites to learn how clinical research advances medical science, what the risks and benefits of participation are, and how to get involved in research studies.
Our goal is to focus positive attention on UK's role in advancing public health, while increasing the public’s understanding of the clinical research process. Registration for the 2013 SEC Symposium, "Impact of the Southeast in the World’s Renewable Energy Future," is now open at www.secsymposium.com. Scheduled to be held in Atlanta, the SEC Symposium will address a significant scholarly issue across the range of disciplines represented by the Southeastern Conference’s 14 member universities.

Clinical Research Coordinator 101 - November 7-8
This classroom-based training is designed for clinical research coordinators, clinical research associates or staff members who function in this capacity. The multi-session series provides basic information on coordinating clinical trials appropriate for entry-level positions or those new to the field. This training is designed as an entry-level program and does not currently provide continuing education credit.
