Symposium on Drug Discovery and Development - September 20
UK College of Pharmacy is holding its annual Symposium on Drug Discovery and Development in the BioPharm Complex on Thursday, September 20. Featuring world-renowned scientists, the symposium showcases cutting-edge endeavors in drug discovery and development to the local scientific community and promote collaborations in translational research throughout the campus.
Invited speakers include:
- Ching-Shih Chen, PhD, Ohio State University College of Pharmacy
- Markus Heilig, MD, PhD, National Institute on Alcohol Abuse and Alcoholism, National Institute on Drug Abuse
- David D. Allen, PhD, Dean, University of Mississippi School of Pharmacy (2012 UK Outstanding Graduate Program Alumnus for Pharmaceutical Sciences)
Six graduate students in the College also will present their work as part of the event.
Registration is free and includes lunch. Graduate students and postdocs conducting research related to drug discovery and development are welcome to register to present a poster.

OSPA Research Administration Training and Education Certification - September 28
OSPA is happy to announce that the first exam for the Research Administration Training and Education (RATE) certification series has been scheduled. The exam will be given on Friday, September 28, starting at 8:30 in Room 102 of the Mining & Minerals Building. The paper exam consists of 100 multiple choice questions; you will have up to three hours to complete it. Please contact Sean Scott at sescot0@email.uky.edu for eligibility verification and exam registration. As a reminder, participants must have attended fifteen RATE classes to be eligible for the exam.

The Directors of the NIH grant Building Interdisciplinary Research Careers in Women' Health (BIRCWH) are seeking applications from outstanding junior faculty interested in participating in this training program focused on women’s health. New Public Health Service and UK Regulations on Financial Conflict of Interest
The Public Health Service (PHS) issued revised financial conflict of interest regulations that become effective on August 24, 2012. University of Kentucky AR 7:2 (“Financial Conflicts of Interests in Research”) has been revised to comply with the new PHS regulation; the UK policy is applicable to all research and other sponsored activities. As stated in the PHS regulation, the purpose of these policies is to "promote objectivity in research by establishing standards that provide a reasonable expectation that the design, conduct, and reporting of research…will be free from bias resulting from Investigator financial conflict of interest."
To ease the administrative burden on investigators, UK has developed an online Financial Disclosure Statement which will be completed annually rather than with each proposal. Disclosure must be made by each investigator, defined as anyone "responsible for the design, conduct or reporting of research or other sponsored activity" regardless of his or her title. It is important to note that disclosure must be made prior to submission of a proposal.
Each investigator must comply with the revised policy in order to remain eligible to continue activity on active PHS grants, receive new grant awards or submit proposals.
Key changes in the new regulations:
- An investigator must disclose financial interests related to his or her institutional responsibilities; amounts are aggregated for the investigator, spouse and dependent children.
- For a publicly traded entity, remuneration and equity interest exceeding $5000 in value received in the past 12 months must be disclosed.
- For a non-publicly traded entity, remuneration exceeding $5000 in value received in the past 12 months must be disclosed; any equity interest must be disclosed.
- Certain income is excluded, such as remuneration through UK and income or equity in mutual funds and UK retirement programs.
- An institutional official is responsible for determining if a financial interest is related to an investigator’s research and if it a conflict of interest; the official may confer with the investigator.
- Training is required before expenditure of grant funds and every four years thereafter.
Applicable to PHS-funded investigators only:
- Travel reimbursed or paid directly by most entities other than UK must be disclosed.
- Certain information pertaining to the financial conflicts of interests of key personnel on PHS-funded projects must be posted to a public website.
- Financial conflicts of interest must be managed and reported to PHS before expenditure of grant funds may occur.
- In the case of noncompliance, the institution must conduct a retrospective review.
- A subrecipient must either have a policy that complies with PHS policy or its investigators must comply with UK’s policy.
The policy is being implemented in stages.
- The policy is applicable to PHS investigators as of August 24, 2012. Investigators on active PHS grants have been notified about the policy and asked to immediately complete the training module and Financial Disclosure Form. Disclosure information will be reviewed and, if a financial conflict of interest exists, management plans will be developed and put in place.
- The policy is applicable to all other investigators in March 2013. In March, investigators on all active projects will be notified and asked to complete the training module and Financial Disclosure Form. To bring everyone into the same annual cycle, PHS investigators must also update their disclosures in March.
- During the period between August 2012 and March 2013, investigators on non-PHS proposals will continue to complete the current financial disclosure form. Investigators on PHS proposals will complete the annual Financial Disclosure Form. If a PHS investigator subsequently submits a non-PHS proposal, a completed and up to date annual disclosure will suffice.
