Purpose: The following change in policy is effective for the Institutional K12 applications in response to the funding opportunity announcements listed below and is in line with policy for future K12 applications per NOT-OD-11-059.

PAR-10-166: The NEI Mentored Clinical Scientist Development Program Award (K12) – Application Due Date: May 13, 2011
PAR-10-155: Paul Calabresi Career Development Award for Clinical Oncology (K12) – Application Due Date: June 10, 2011

This Notice informs prospective applicants for the above Institutional K12 applications that the required plans for instruction in the Responsible Conduct of Research (RCR) will have page limits separate from the page limits for other combined components that are limited to 25 pages. Specifically:

  • SF 424 (R&R), Section 8.7 – PHS398 Research Training Program Plan Component (Section 2. Research Training Program Attachments): combined items 2. Background, 3. Program Plan, and 4. Recruitment and Retention Plan to Enhance Diversity will be limited to 25 pages.
  • Item 5. Plan for Instruction in the Responsible Conduct of Research will no longer be included in the 25 page limit. Rather, this section will now have its own separate page limit, and will be limited to 3 pages.

Purpose: The following change in policy is effective for the Institutional T32 applications in response to the funding opportunity announcement listed below and is in line with policy for future K12 applications per NOT-OD-11-039.

RFA-EY-10-001: NEI Ruth L. Kirschstein National Research Service Award (NRSA) Institutional Research Training Grants (T32) for Statistical Genetics and Genome Informatics – Application Due Date: May 18, 2011

This Notice informs prospective applicants for the above Institutional T32 applications that the required plans for instruction in the Responsible Conduct of Research (RCR) will have page limits separate from the page limits for other combined components that are limited to 25 pages. Specifically:

  • SF 424 (R&R), Section 8.7 - Research Training Program Plan Component: combined items 2.2 (Background), 2.3 (Program Plan), and 2.4 (Recruitment and Retention Plan to Enhance Diversity) will be limited to 25 pages.
  • The plan for instruction in RCR (Item 2.5) will no longer be included in the 25 page limit for the Research Training Program Plan Component. Rather, the plan for instruction in RCR will now have its own separate page limit, and will be limited to 3 pages.

Clarification of NIH Fiscal Policy for Grant Awards – FY 2011

This Notice provides clarification to the guidance about the NIH Fiscal Operations Plan for FY 2011 and implementation of the Department of Defense and Full-Year Continuing Appropriations Act of 2011 (P.L. 112-10) that was announced in NOT-OD-11-068

Non-Competing Research Awards for All NIH Institutes and Centers (ICs) Except the National Cancer Institute (NCI):  The FY 2011 appropriation level specified in P.L. 112-10 reduces funding from FY 2010 levels and thus warrants reductions in commitment levels for NIH research grants.  Non-modular research grants, from all ICs, with the single exception of NCI, will be reduced to 1 percent below the FY 2010 award level.  Future year commitments will be adjusted for inflation based on this revised FY 2011 level, taking into account the policy assumption in the FY 2012 President’s Budget.  Modular grants will be reduced to 1 percent below the FY 2010 level and may be reduced by an inflationary adjustment level set by each Institute or Center (up to the level set by that Institute or Center for non-modular research grants).  The adjusted FY2011 award level will also be the new base for future year commitments.   

Non-Competing Research Awards for NCI:   For NCI, Non-modular research grants will be reduced to 3 percent below the FY 2010 award level.  Future year commitments will be adjusted for inflation based on this revised FY 2011 level, taking into account the policy assumption in the FY 2012 President’s Budget.   Modular grants will be reduced to 3 percent below the FY 2010 level.

The Research Support Grant program will transition from the current ad hoc submission process to a program with two deadlines per year (October 1 and April 1). Several other changes have been made, including requiring a shorter proposal; the details of the modified program can be found in the Research Support Guide (scroll down to the announcement). Proposals submitted under the old format will be accepted through May 31, 2011.

"Critical Issues for the Department Administrator" Teleconference - May 19

The Office of Sponsored Projects Administration is sponsoring a teleconference presented by the National Council of University Research Administrators entitled “Critical Issues for the Department Administrator”. The presentation will be shown on Thursday May 19, 2011 in room 102 Mining and Minerals Building from 8:30 am to noon. Please email Sean Scott at sescot0@email.uky.edu if you would like to register. You must register if you want to receive the presentation materials.

Presentation Description:

Successful administration of sponsored projects starts with the Department Administrator. With all of the rules, regulations, and audit scrutiny, effective day-to-day management is critical. This program will discuss strategies for proposal budgeting, and managing and monitoring expenditures, PI effort, procurement card use to avoid cost transfers. This program will also address the different strategies necessary for managing different types of sponsored awards e.g., contracts vs. grants. The program is designed to share best practices and tools required by departmental administrators who support sponsored projects, including those involved with proposal preparation, those who originate or approve transactions on sponsored accounts, and those who review or monitor expenditures on sponsored projects.

Learning Objectives:

  • Participants will learn how departmental administration of sponsored projects fits into overall institutional compliance.
  • Participants will learn how the OMB circular requirements translate into effective day-to-day account management.
  • Participants will gain an overview of how different types of sponsored agreements can require different management strategies.
  • Participants will gain access to policies, tools, and resources to guide them in their daily work.

Call for Proposals: Pilot Grant Funding for Studies on Alzheimer's Disease

The Sanders Brown Center on Aging is a National Institute on Aging-funded Alzheimer's Disease Center (ADC). The ADC is soliciting pilot grant applications focused on dynamic basic and clinical science studies of Alzheimer's Disease. The deadline for receipt of applications is June 1, 2011.
