Electronic Internal Approval Form (e-IAF)
The Office of Sponsored Projects Administration (OSPA) in conjunction with Enterprise Applications Group (EAG) has developed a web-based version of the Internal Approval Form (e-IAF) that will allow routing via workflow and electronic signatures. The goal of the e-IAF process is to reduce the administrative burden on researchers and staff. The e-IAF form will be available university-wide beginning July 1.
Training classes are every Tuesday at 3:00 p.m. and every Friday at 9:00 a.m. beginning June 14 through August 5. These training sessions are open to everyone – no need to register. All training sessions will be held in Room B35 (in the basement) of Young Library. The training session normally lasts about an hour.
Unexpected things will happen during the summer period of initial use and OSPA needs to know about those to ensure a successful campus implementation. Faculty and staff should notify their College Grants Officer (CGO) to assist them. If there is not a CGO, the Research Administrator (RA) should be contacted to assist. Teleconference: "ABC's of the Federal Cost Principles" - August 11
The Office of Sponsored Projects Administration is sponsoring a teleconference presented by the National Council of University Research Administrators entitled “ABC’s of the Federal Cost Principles”. The presentation will be shown on Thursday August 11, 2011 in room 102 Mining and Minerals Building from 8:30 am to noon. Presentation description:
OMB Circulars and other costing principles establish guidelines for determining costs applicable to grants, contracts, and other agreements from governmental agencies to educational institutions (A-21) non-profit organizations (A-122) and hospitals (OASC3). The principles are designed to provide that the federal government bear its fair share of total costs within defined parameters and with some exceptions. As federal audit activity increases and budget challenges face universities and the federal government, it is even more critical that research administrators understand the principles provided by the Circulars in order to appropriately fund research and other sponsored programs.
Learning Objectives:
Participants will develop a better understanding of, and a resource toolkit for addressing, the following aspects of contract negotiation:
- Understand what answers can be found within OMB Circulars A-21 and A-122, and the cost principles applicable to hospitals (OASC3);
- Review key principles related to allocating costs as direct or facilities and administrative costs;
- Review costs examples provided in Section J of A-21;
- Identify agency specific cost principles implementation;
- Connect the theory with application to budgeting and spending.

Purpose:
The purpose of this guide notice is to alert applicants that NIH, AHRQ, CDC, FDA and NIOSH are phasing in use of updated electronic application forms packages.
The ADOBE-FORMS-B2 packages will be used with new funding opportunity announcements (FOAs) posted on/after July 22, 2011. In addition, NIH will reissue R01, R03, and R21 parent announcements with the new forms on July 22 and expire the current parent R01, R03, and R21 FOAs on January 8, 2012 . Applicants may use either the current parent FOAs with ADOBE-FORMS-B1 or the new parent FOAs with ADOBE-FORMS-B2 packages for deadlines on/before January 7, 2012, but NIH strongly encourages applicants to use ADOBE-FORMS-B2 whenever possible. Applicants downloading forms from the current parent announcements will encounter a splash screen directing them to the new parent announcements once they are posted.
The new packages will be identified with a Competition ID of ADOBE-FORMS-B2 (the Competition ID field can be found when downloading the application package from Grants.gov and in the application header information on the downloaded form).
ADOBE-FORMS-B2 packages include the following form changes:
- New version of PHS 398 Modular Budget form. The new version resolves and issue causing intermittent rejections of application submissions at Grants.gov.
- New version of Budget Information for Construction Programs (SF-424C) form with fix for errors previously encountered by system-to-system users when optional data was not included in their submission(s).
- New R&R Subaward Budget Attachment(s) Form 5 YR 30 ATT, which replaces the current R&R Subaward attachment form. The prior form allowed up to 10 subaward attachments; the new form allows up to 30.
Please note that the incorporation of these forms does not result in any major changes to the SF 424 (R&R) Application Guide for NIH and other PHS agencies. All applicants should carefully read their FOA and the appropriate “B Series” Application Guide for program-specific instructions before completing their application.

Kentucky Science and Engineering Foundation (KSEF) News
KCF - Kentucky Commercialization Fund Program
Funding is available to help commercialize the technologies developed through R&D at Kentucky universities. The KCF funding is open only to scientists and engineers from Kentucky universities, private colleges, and other post-secondary institutions. The Pre-Proposal online application opens 07-01-11, with an online submission deadline of 07-11-11 (4PM ET).

Presentation description:
Award negotiation encompasses a scope of activities between proposal submission and award acceptance. The successful negotiation of federal contracts and federal pass-through subcontracts is becoming increasingly complex due to a range of issues – such as troublesome terms and conditions, export control concerns, and new legislation regarding privacy protections, to name just a few. This session is designed to benefit individuals involved in negotiating agreements with federal and federal pass-through entities, as either prime awardees or subawardees, and will include some discussion of complex federal grants and cooperative agreements.
Learning Objectives:
Participants will develop a better understanding of, and a resource toolkit for addressing, the following aspects of contract negotiation:
- The structure of the Federal Acquisition Regulation (FAR), codified as Title 48 of the Code of Federal Regulations, and some of the resources to aid understanding and interpretation of contract terms.
- Troublesome clauses related to intellectual and other property, publication restrictions, cost-reimbursement and fixed–price costing options, and new privacy-protection laws as they impact universities.
- Contract terms related to termination for convenience, small business subcontracting, stop work orders, and equipment ownership.
- Negotiation planning, strategies, techniques, and approaches to developing alternative language and solutions.
