Teleconference: "Managing Interactions and Potential Conflicts with University Spin-offs and Other Small Businesses" - September 15
The Office of Sponsored Projects Administration is sponsoring a teleconference presented by the National Council of University Research Administrators entitled “Managing Interactions and Potential Conflicts with University Spin-offs and Other Small Businesses”. The presentation will be shown on Thursday September 15, 2011 in room 102 Mining and Minerals Building from 8:30 am to noon. Presentation description:

University interactions with businesses, including university spin-offs and other small businesses, are increasing. These interactions frequently involve grant proposals, including but not limited to SBIR/STTR proposals, related intellectual property agreements, and, not infrequently, conflicts of interest involving faculty, staff, and/or the institution itself. Research Administrators need to understand the challenges related to these interactions and be prepared to address them in order to avoid conflicts of interest and other problems that may arise post-award. This program will address challenges related to interactions with university spin-off companies, such as conflict of interest, effort reporting, and collaborative research projects, including SBIR/STTR proposals; institutional policies and procedures necessary to address these challenges; and methods to mitigate related problems. Intellectual property issues related to spin-off companies and SBIR/STTR proposals in general, as well as related federal regulations and guidelines will also be covered.

Learning Objectives:

  • Understanding of university/industry collaborations as they relate to grant proposals and intellectual property;
  • Knowledge of institutional policies and procedures needed to identify and mitigate challenges that arise during these collaborations;
  • Knowledge of federal regulations and guidelines related to university-industry collaborations.

Training: Electronic Approval Form (e-IAF)
Training for the e-IAF process for the fall semester will be held:

  • Day: Every Tuesday
  • Time: 3:00 p.m. – 4:00 p.m.
  • Dates: August 16 - December 6
  • Location: Room 72 McVey Hall

There is no need to register for the class, which will go over a web based version of the electronic Internal Approval Form (e-IAF) that allows routing via workflow and electronic signatures.

The e-IAF form is now available university wide. For questions or assistance with the e-IAF process, faculty and staff should notify their College Grants Officer (CGO) to assist them. If there is not a CGO, the Research Administrator (RA) should be contacted to assist. Click here to find a department's RA. More information about the e-IAF can be found on the OSPA forms page.

The hope is that the e-IAF process will reduce the administrative burden on researchers and staff. Please share this information with faculty and staff in your College.

Seminar: "IRB Confidentiality and Data Security Guidelines for Electronic Data" - August 31
As part of the Institutional Review Board (IRB) Sessions and Lessons series, the Office of Research Integrity is offering a seminar on IRB Confidentiality and Data Security Guidelines for Electronic Data.

The potential outcomes of lost electronic data or a breach of confidentiality can significantly impact research participants, researcher’s projects, and in some cases even result in sanctions or fines from government privacy regulators. Don’t miss this presentation by ORI and Information Technology Leadership.

UK Center for Clinical and Translational Science (CCTS) Pilot Research Program Funding

The University of Kentucky Center for Clinical and Translational Science (CCTS) is now accepting Requests for Applications (RFAs) for its 2011-2012 Pilot Research Program Funding Cycle. There are two funding options:

Pilot Programs
Funds will be used to support new collaborative research studies and enhance opportunities to develop high quality clinical and health services projects that will impact human health. Priority will be given to multidisciplinary research teams representing the basic, clinical and/or applied sciences, novel research methods in translational sciences, pilot studies that generate critical preliminary data that will help to obtain extramural funding, and pilot studies with a focus on child health research.

Community Engagement
Funds will be used to support research conducted in partnership with community members and designed to address a health issue of concern to the community. A plan for sharing the research findings with members of the community is required, which should help in dissemination into the community. All proposals must have a community engagement component as part of the research plan.

UK Center for Clinical Translational Science (CCTS) and Marshall University Joint Pilot Research Program Funding
Marshall University and the University of Kentucky Center for Clinical and Translational Science (CCTS) are now accepting Requests for Applications (RFAs) for their 2011-2012 joint Pilot Research Program Funding Cycle. Funds will be used to encourage collaborative projects between multi–institutional research teams capable of performing highly innovative, extramural, fundable research that will contribute to the health and wellbeing of our citizens. Proposals must meet the following criteria:

  • Proposals must be from full-time faculty of Marshall University (MU). Investigators of all rank are welcome to apply. However, investigators in training including residents, post-doctoral fellows, and clinical fellows are not eligible to serve as PIs but may be co-investigators.
  • Joint applications by collaborators from University of Kentucky (UK) and Marshall University (MU) are strongly encouraged.

This grant will provide up to $50,000 ($25,000 from each partnering institution) in direct cost over a period of 18 months.

Presentation description:
OMB Circulars and other costing principles establish guidelines for determining costs applicable to grants, contracts, and other agreements from governmental agencies to educational institutions (A-21) non-profit organizations (A-122) and hospitals (OASC3). The principles are designed to provide that the federal government bear its fair share of total costs within defined parameters and with some exceptions. As federal audit activity increases and budget challenges face universities and the federal government, it is even more critical that research administrators understand the principles provided by the Circulars in order to appropriately fund research and other sponsored programs.

Learning Objectives:
Participants will develop a better understanding of, and a resource toolkit for addressing, the following aspects of contract negotiation:

  • Understand what answers can be found within OMB Circulars A-21 and A-122, and the cost principles applicable to hospitals (OASC3);
  • Review key principles related to allocating costs as direct or facilities and administrative costs;
  • Review costs examples provided in Section J of A-21;
  • Identify agency specific cost principles implementation;
  • Connect the theory with application to budgeting and spending.
