Updated Application Guides and Non-competing Continuation Progress Report Instructions

The National Institutes of Health is reposting application and progress report instructions to accommodate recent changes in policy, provide instructional clarifications and update hyperlinks or correct typographical errors. No new policy or requirements are implemented that have not been previously announced in the NIH Guide for Grants and Contracts.
All changes are indicated by purple text in the actual documents. The timeframe for reposting and a description of the changes for each document appears below.

Clarification regarding Multiple PD/PI and leadership plan submission; elimination of Error Correction Window (NOT-OD-10-123); addition of Responsible Conduct of Research page limits to Table 2.6-1, Page Limits; clarification to instructions for Research Training Program Plan Component, Plan for the Instruction in the Responsible Conduct of Research; new time limit on resubmissions (NOT-OD-10-140); Just-in-Time submissions (NOT-OD-10-120); clarification to the policy on post submission application materials (NOT-OD-10-115); DUNS Number and CCR Registration requirements (NOT-OD-11-004); and implementation of the Federal Funding Accountability and Transparency Act reporting (NOT-OD-11-005). The instructions for data tables provided as part of a Research Training Program Plan (8.7.13) are simplified, pre- and postdoctoral data is now separated, and the tables are organized according to the type of submission (new, renewal, etc.). Additional edits include modification of the definition of foreign component to be consistent with the revised NIH Grants Policy Statement, clarifications to instructions, and updated hyperlinks and corrected typographical errors. |

Federal Research Priorities and Budgets for FY 2011 - Nov. 8 - 10
The Office of the Vice President for Research and the Proposal Development Office have made arrangements for the University of Kentucky to join this webinar and hear directly from program personnel at the National Institutes of Health, National Science Foundation, National Endowment for the Humanities, Office of Naval Research, Army Medical and Materiel Command, and the Departments of Agriculture, Education and Energy as they share agency direction and funding priorities for the coming year.
Most presentations will run an hour, followed by 30 minutes of questions and answers. We encourage you to send questions for the speakers prior to the webinar to FederalUpdate@missouri.edu. Proposal Preparation Costs Allowable as a Direct Charge for Mentored Career Development Awards
Notice Number: NOT-OD-11-002
Mentored Career Development Award (CDA) programs provide support with a goal of leading to research independence for an individual. Research independence is achieved through applying for other research support. Consistent with these objectives, the National Institutes of Health (NIH) announces that it is allowable for effort devoted to proposal preparation for subsequent research support to be charged as a direct cost to a mentored CDA. This can be considered part of the awarded effort commitment of the CDA or an increase to that commitment within the allowable salary provided as applicable.
