Applications submitted to the NIH for the September 25, 2010 due date and thereafter
Purpose:
This Notice serves to announce that NIH soon will change its Amended NIH Policy on Submission of Late Grant Application Materials Prior to Initial Peer Review (NOT-OD-10-070), and will rescind the NIH Best Practice Guidelines for Accepting Additional Grant Application Materials (Revised 03/19/2010); these changes will become effective for applications submitted for the September 25, 2010 receipt date and thereafter. Note that this policy does not modify the existing Just-In-Time requirements or any other requests for additional information after the initial peer review.
This early notification is intended to provide applicants sufficient time to prepare for this transition. The new policy is intended to expedite timely peer review, reduce burden on NIH extramural staff and peer reviewers, and provide a uniform amount of materials for each grant application going to review.
Note: Post-submission of application materials is not required. Adding materials to reviewer workload may be counterproductive, so applicants should consider carefully the need to send post-submission materials.
Policy:
The earlier policy (NOT-OD-10-070) allowed 1, 2, or 3 pages of post-submission materials, based on the page limits for the Research Strategy section of the application. However, for the majority of applications submitted for the September 25, 2010 receipt date and thereafter, the new policy will only allow grant application materials to be accepted after submission of the application but before the initial peer review if they result from unforeseen administrative issues. Exceptions to this policy are indicated below.
The deadline for receipt of post-submission materials is one month (30 calendar days) prior to the peer review meeting. Post-submission materials will not be accepted if fewer than 30 calendar days remain before the peer review meeting.
Acceptable post-submission materials under the new policy will include:
- Revised budget page(s) (e.g., change in budget request due to new funding or institutional acquisition)
- Biographical sketches (e.g., change in senior/key personnel due to the loss of an investigator)
- Letters of support or collaboration resulting from a change in senior/key personnel due to the loss of an investigator
- Adjustments resulting from natural disasters (e.g., loss of an animal colony)
- Adjustments resulting from change of institution (e.g., PI moved to another university)
- News of an article accepted for publication
Unacceptable post-submission materials [for all applications but those under Exceptions below] will include:
- Updated Specific Aims or Research Strategy pages
- Late-breaking research findings
- Supplemental pages - information not contained in the existing application
- New letters of support or collaboration that do not result from a change in senior/key personnel due to the loss of an investigator
Exceptions to the new policy will include:
- Applications submitted in response to Requests for Applications (RFAs) that have only one due date. Post-submission materials for these applications will be accepted as outlined under the former policy (NOT-OD-10-070).
- Applications for training grants. Additional guidance for these applications will be issued soon.
- Certain NIH Funding Opportunity Announcements (FOAs) may allow certain other types of post-submission materials to facilitate the goals of the program. Such stipulations must be explained in the FOA in the NIH Guide for Grants and Contracts.
Page limits for post-submission materials under the new policy:
- All post-submission materials must conform to NIH policy on font size, margins, and paper size as referenced in Part I.2.6 of the applicable application instructions.
- NIH additional form pages such as budget, biographical sketches, and other required forms must follow NIH standards for required NIH form pages.
- If post-submission material is not required on a form page, each explanation or letter is limited to one page (see Acceptable Late Materials above).
- If the application has subprojects or cores, each subproject or core is allowed explanations or letters (see Acceptable Late Materials above), but each explanation or letter is limited to one page.
Authorized Organizational Representative (AOR) concurrence:
The requirement for concurrence from the Authorized Organizational Representative (AOR) of the applicant organization will continue under the new policy. Although the content of post-submission materials may originate from the PD/PI, Contact PD/PI for multiple PD/PI applications, or organizational officials, the AOR must send the materials directly to the SRO, or must send his/her concurrence to the PD/PI who will forward the materials and concurrence to the SRO. A communication from the PD/PI only or with a “cc” to the AOR will not be accepted.

Advance Notice of Solicitation for New Funding Opportunities in the Kentucky Commercialization Fund Program
The Kentucky Science and Technology Corporation (KSTC) announces that a new Request for Proposals (RFP) under the Kentucky Commercialization Fund (KCF) Program will be issued on or after July 1, 2010. Funding will be available for an individual award size of $75,000 per annum to help commercialize the technologies developed through R&D at universities. The proposals targeting to conduct research and development will not be considered for funding.
The purpose of this advance notice is to alert potential applicants of the upcoming competitive funding opportunity through COMMFUND-10-RFP-011, and to give potential applicants sufficient time to prepare to respond to the solicitation. A mandatory pre-proposal is to be submitted online within one week of the solicitation issuance date. Full proposal invitations will be made after face-to-face interviews with pre-proposal applicants. Face-to-face interviews will be scheduled on or around July 19 and 20, 2010, between 8 a.m. and 5 p.m. Technologies with a high technical and business merit which may potentially be commercialized within a year may outcompete technologies that are not ready and may require longer commercialization period. The KCF funding under this solicitation shall not exceed 24 months. The definition of "commercialization" for the purpose of this program means technology transfer from the awardee institution to an existing business or to a new spin-off company.
This round of funding (COMMFUND-10-RFP-011) will be open ONLY to scientists and engineers from Kentucky universities, private colleges and other post-secondary institutions. Applicants from Kentucky comprehensive universities and independent colleges are encouraged.

"My NCBI" Tool to Replace eRA Commons for Bibliography Management

Transition of Bibliography Management to My NCBI:
Over the course of their scientific careers, program directors and principal investigators (PD/PIs) create and maintain extensive professional bibliographies, which include publications resulting from or in support of their funded research grants. PD/PIs registered in eRA Commons have been able to use the publications page of their personal profiles in Commons as a repository for their publications. NIH is now providing Commons users with a more efficient, accurate and user-friendly way to manage their professional bibliographies, associate publications with their grant awards, and ensure compliance with the NIH Public Access Policy.
eRA Commons has partnered with the National Center for Biotechnology Information (NCBI) to link NCBI’s personal online tool, "My NCBI," to Commons. My NCBI offers an online portal—"My Bibliography"—for users to maintain and manage a list of all of their authored works, such as journal articles, manuscripts accepted for publication, books, and book chapters. As of April 2010, linking a Commons account to a new or existing My NCBI account allows references saved in My Bibliography to automatically appear in users' Commons accounts. As of July 23, 2010, PD/PIs will be unable to enter citations manually into eRA Commons and must use My NCBI’s “My Bibliography” tool to manage their professional bibliographies.
Benefits of Integration:
NIH actively seeks opportunities to integrate existing databases, which results in less manual data entry, improved data quality and increased ease of system use. The partnership between eRA Commons and My NCBI allows Commons users to benefit from My Bibliography's ability to populate citation data from PubMed, PubMed Central, and the NIH Manuscript Submission system, and to readily maintain accurate, structured and up-to-date bibliographic information. The improved data quality resulting from this integration enhances the ability of the NIH to manage and monitor the results of its research portfolio.
An additional major benefit of this integration is the ability for grantees to easily track compliance with the NIH Public Access Policy using a simple color-coded key in My Bibliography. Commons users can propose, confirm, or reject grant-paper associations; associate their My Bibliography citations with an eSNAP (electronic Streamlined Non-competing Award Process) progress report in Commons; and designate delegates to maintain their professional bibliographies in My Bibliography.
Users can log in to My NCBI and access My Bibliography from eRA Commons, or they can log in directly to My NCBI using their Commons username and password.
Required Actions:
- If not already established, PD/PIs must establish a My NCBI account to gain access to My Bibliography.
- My NCBI accounts must be linked to eRA Commons accounts.
- As of July 23, 2010, Commons will no longer support manual entry of citations. PD/PIs will no longer be able to type or copy and paste citation data into Commons and must enter new citations into their My NCBI accounts.
- As of October 22, Commons will no longer display citations that a PI has manually entered into Commons. All citations previously entered manually into Commons will be removed from the Commons system. Therefore, these citations must be added to My Bibliography so that they will continue to appear in Commons and can be associated with future annual progress reports.

Last Call for NIH A2 Applications
The deadline is fast approaching for the last opportunity to submit a second resubmission (A2) application to the National Institutes of Health (NIH).
Generally, if a new application was originally submitted for a due date before January 25, 2009, applicants are allowed two resubmission attempts (A1 and A2 applications) for that project. If a new application was submitted for due dates on or after January 25, 2009, then applicants are allowed one resubmission attempt (A1 application) for that project.
Applicants who are allowed to submit two resubmissions must submit their A2 application by the following dates:
- September 25, 2010 for Program Projects and Centers, T series, R25, SC1, SC2, SC3, and other activity code applications
- October 25, 2010 for R15 applications
- November 5, 2010 for R01 and U01 applications
- November 12, 2010 for career development applications
- November 16, 2010 for R03 and R21 applications
- December 8, 2010 for fellowship applications
- January 7, 2011 for all AIDS applications
