From a Culture of Compliance to a Culture of Concern:  
Building a Compliance Education Program that Works

A satellite broadcast presented by the National Council of University Research Administrators (NCURA) in cooperation with the National Association of College and University Attorneys

Sponsored by the Office of Sponsored Projects Administration will take place on March 19, 2002 at the UK Student Center Theater, 11 a.m. to 3:30 p.m.

Regulatory Actions and compliance audits are important tools for enforcing minimum standards of behavior on sometimes-obdurate grantees and investigators.  In the long run, however, creating a culture of concern in our institutions will do more to foster better stewardship and a greater sense of care for humans and animals in our research, for the environment, and for the health and safety of our students, staff, and faculty.  Just making rules, creating policies and procedures, and policing the actions of investigators are ultimately ineffective gestures, if we have not instilled a deep sense of commitment to the common good in our research community.

But how do we move from a culture of compliance to a culture of concern and caring? Education is the key!

This videoconference will explore the following important questions:

  1. Why do we need a compliance program and what are the most critical compliance issues facing us today?

  2. What are the goals of a unified institutional compliance program?

  3. Why must the overall compliance program contain an educational component?

  4. What do I need to know about compliance if I am in a department, part of a central administration office, a faculty member, a senior executive?

  5. How do we build a compliance curriculum?  Who should be involved?  What is already available?

  6. Who should be trained?  How should we train them?  And how do we get people to take the training seriously and really care about their responsibilities?

The conference will present input from university research administrators, federal relations experts, compliance specialists, and government officials. Information will be presented in the format of a lively discussion, with many opportunities for interaction with conference participants.
